Transportation System Plans
Cities and counties around the region are in the process of taking an important step in transportation planning by updating their Transportation System Plans, or TSPs. A TSP sets the direction for a jurisdiction’s transportation investments for the next 20 years. A good TSP will incorporate health, equity, and land use planning into the transportation planning process to support livable communities and convenient, safe, and affordable ways to meet our daily needs.
Following the passage of the Regional Transportation Plan in 2009, all jurisdictions are required to update their TSPs. TSPs lay out priorities for the type and timing of the major transportation investments. These decisions affect transit, pedestrian, bicycle, and freight planning, as well as planning for travel by car, and will lay the foundation for how our region will handle one million new residents.
People, rather than cars, trains, buses, or trucks, should be the primary focus of the decisions we make about our transportation investments. We should develop our communities in ways that give residents real choices in how they travel. As we make these choices, we should reduce disparities so that those who currently have the fewest options have better access to work, school, social activities, and open space. Encouraging transportation choices will help us Shift the Balance by creating places where we address environmental, health and equity concerns even while we receive less transportation funding.
Increasing concern about climate change and the health effects of our current transportation system are pushing us to take different approaches to transportation planning. Coalition for a Livable Future is working on several projects related to TSP updates in the Portland region. We are working with Multnomah County, the City of Portland, the City of Gresham, local communities, and our partner organizations to ensure their update processes are adequately addressing health equity concerns. We will be evaluating the update processes, policies, and investments to ensure that they will promote equitable access to healthy, active transportation choices and transit services.
