The Regional Equity Atlas Project is a groundbreaking analysis of the relationship between our region's approach to development and how the benefits and burdens of growth are distributed.  The Atlas has proven to be a powerful tool for shaping public policies, plans, projects, and investment decisions.  We are now beginning plans to update the Atlas with new information from the 2010 Census.  Visit www.equityatlas.org for a downloadable Atlas and maps, and to learn more about the project.



Shift the Balance LogoThe transportation system should work for everyone.  Old and young, rich and poor, people of all races and backgrounds need to be able to reach home, school, work, and the grocery store.  Shift the Balance supports policy and build coalitions to advocate for transportation decisions that reflect community needs.  

We focus on affecting major planning decisions, including regional and city long range plans and policies, as well as the Columbia River Crossing, a highway mega-project, also called the CRC.  


The CRC highway mega-project is a $3.6 billion proposed freeway expansion project for a five mile stretch of Interstate 5 between North Portland and Vancouver, WA. The most expensive project in the region's history, the current approach is ineffective and based on false assumptions.  We support real solutions for the issues on I-5: a smaller, less expensive, more environmentally friendly approach that will create jobs and address freight and traffic issues.
